We only allow icons that are understandable. If there's unreadable tiny text or an image is so weirdly cropped and overlaid with so many textures that you can't make out what the picture is of, that set isn't allowed. It's for people who got tired of always having to work for five minutes to understand what an icon maker meant by any one icon.
